After the end of the Cold War, the United States and Russia began reducing their nuclear weapons. This process made it important to manage the fissile material removed from dismantled weapons. The technology and human resources for nuclear development also had to be kept from the wrong hands. These needs were highlighted by a series of incidents involving the smuggling of so-called "loose nukes" from the former Soviet Union, and the existence of a nuclear black market revealed by Pakistan's Dr. Abdul Qadeer Khan in February 2004. Through nuclear black market deals, Dr. Khan led Pakistan to develop its own nuclear weapons and assisted North Korea, Iran and Libya with nuclear weapons development.
