People scrounged materials in the scorched rubble and cobbled what they found into shacks to get some protection from the rain. Near Moto-machi, where military facilities were concentrated, roughly 5,000 city-managed emergency homes were built in September 1946. However, the housing shortage was still severe in 1950.
